Novinsky 31
Developed by a partnership between the city of Moscow and a Russian bank, Novinsky 31 is an 11-story, 78,000-square -meter (839,584-square-foot) project in the center of Moscow with ten levels of commercial (office and retail) space and one level of underground parking. Originally planned as a concert hall during the late 1980s, by the time construction began in 1995 the site was slated to become home to a five-star hotel. The ensuing Russian economic crisis, however, put the project into mothballs, and when funding later became available for its completion, Novinsky 31 was re-created yet again, this time as a Class A office and high-end retail complex.
