The Fall Creek Place neighborhood in Indianapolis, Indiana, has been transformed from a crime-ridden, largely abandoned area into an attractive, mixed-income residential community. It is the result of a large-scale infill effort, with new houses built on the many formerly vacant lots in the 26-block area (160 acres/64.75 hectares) and rehabilitation of the older, worn-down properties. The master plan calls for the construction of 369 new residences (307 detached houses, 53 townhomes, and nine live/work units) and the restoration of 58 historic houses. Partners in this project include the city of Indianapolis, the U.S. Department of Housing and Urban Development (HUD), and Mansur Real Estate Services. As part of HUD’s requirements for the project, 51 percent of the residences are reserved for households earning 80 percent or less of the area median income.
